Emily Woodmaster
Our CAO
Emily Woodmaster is the City of Baldwin’s Chief Administrative Officer and manages the daily operations of all city services and has served in this role for three years. Prior to this, she served as the City Clerk for two years. Emily has improved the city’s financial position. She has also successfully advocated for adequate salaries for all employees; increasing every employee’s pay my at least 10%. Emily is the first CAO who has advocated and executed a strategic plan for future Councils to follow.
Her Qualifications
Emily holds a Master of Arts in Urban Studies with a Concentration in Community Development from Eastern University and a Bachelor of Arts in Christian Education from Toccoa Falls College. Emily’s professional accreditations include attaining status as a Certified City Clerk from UGA’s Carl Vinson Institute of Government in 2022, as well as a Certified Public Manager through the National CPM Consortium in 2023.

Emily enjoys community investment opportunities and creating events that brings people together. She is committed to educating her community on the importance of civic engagement and advocacy.
